SUMMARY ON IMAPCTS AND EXPECTATIONS
Looking at the PAFP-BP-VIZ 2 visual representation, three main conclusions together with a set of recommendations are provided (published paper will be later included). The fabric of these discussions is woven to unravel 10 leading threads:
1. Navigating the major outputs, the seven implementation reports from 2005–2020, how hard it became to track the progress of the Bologna Process?
2. Does a big part of the Process appear today, when looking back, more like a set of disconnected still frames than an actual cohesive process? How much of it is acceptable to be solely trial and error? Alternatively, could <trial and error> be in fact a manifestation of a lack of leverage for implementation?
3. Aside from its major achievements, does it seem to be drawn (from 2015 onwards) in a perpetual recalibration loop of publishing a report that is ‘repairing’ the previous? Why was the balance from 2012 eventually lost?
4. Are its policy targets as clear today as they were in 2005?
5. Can we understand the rationales of all the shifts in its policy discourse? Do they affect its credibility?
6. Can, does, or should the Bologna Process ‘want’ to keep up with change — more specifically, with emerging policy challenges? Can it contribute to driving the Twin Transition of Europe?
7. Does it feature monitoring flaws, and could those be overcome by methodological improvements and consistency? Or should it undergo more profound reform? Are we ready to discuss it?
8. Is the central mechanism of the Bologna Ministerial Conferences (once every two or three years) no longer effective as it is or as the only piece to adequately address the swift pace of developments and changes?
9. Did the Bologna Process (and the EHEA) lose its grip on the European policy reality? How important is that for its future?
10. And, by the way, what is the future of the Bologna Process? But first, what is the Bologna Process today?
